Definition: being able to speak a language easily and smoothly, without stopping too much to think about the words.

Examples:
I want to become fluent in Japanese. I want to work in Japan.
She is a fluent English speaker. She has learnt English from Primary.
Modern designers need to be fluent in digital tools.
